No subdivisions as defined in Ohio R.C. 711.001, shall be made of land within the jurisdiction of this Planning Commission without the preparation and recording of a plat of subdivision in accordance with the provisions of these subdivision regulations; except as exempted from such platting by Section 1115.10 or by Ohio R.C. 711.131.
