§ 156.021 DEFINITION.
   An INMATE is any person held in custody, confined or incarcerated by the city, including, but not limited to individuals who are:
   (A)   Under arrest;
   (B)   Incarcerated;
   (C)   Imprisoned;
   (D)   Escaped from confinement;
   (E)   Under supervised release;
   (F)   On medical furlough;
   (G)   Residing in a mental health facility or halfway house;
   (H)   Living under home detention; or
   (I)   Confined completely or partially in any way under a penal statute or rule.
