No used car dealer’s license shall be issued until the proposed business location is inspected by the Fire Chief or a member of the Fire Department designated by the Fire Chief, to determine whether the operation of a used car dealers business at such proposed location will conform to all state and local fire laws, regulations and ordinances, and until the Fire Chief indicates his or her approval that the operation of said business at said location will so conform.
