No license shall be granted pursuant to the provisions of this subchapter without the approval of the Fire Chief, Police Chief and Health Department. Such approvals shall be given if the premises to be licensed comply with all applicable ordinances. No person shall be granted a license pursuant to this subchapter unless he or she is over 18 years of age.
