Upon receipt by the City Clerk of the application for an arcade license, a public hearing shall be scheduled before the City Council to determine whether said license shall be issued. Notice of the public hearing shall be published in the local newspaper once, at least ten days before the scheduled hearing. Said notice shall set forth the proposed location of the arcade.
