(A) A person desiring the license required by the provisions of this subchapter shall file with the City Clerk a surety or cash bond running to the city with surety acceptable to the City Attorney guaranteeing to any citizen of the city that such citizen shall be protected against any loss occasioned by any act of fraud, theft or receiving stolen goods committed by the licensee.
(B) Action on such bond may be brought in the name of the city to the use or benefit of the aggrieved person.
