No licensee under this subchapter shall purchase or receive any property:
(A) Between 7:00 p.m. and 7:00 a.m.;
(B) On a Sunday;
(C) From any intoxicated person;
(D) From any person under the age of 17 without the written consent of such person’s parent or guardian; or
(E) From any person known or suspected to be a thief or a receiver of stolen property.
