No person shall neglect or refuse to exhibit any instrument or measure used by him or her in buying or selling to the city’s Sealer of Weights and Measures when demanded by him or her for the purpose of inspection. The Sealer may appoint certain days for the inspection of weights and measures at the City Hall, at which time and place all persons, or their agents, shall attend with the instruments and measures specified in the notice of inspection hereinafter set forth. Notice of the time and place of inspection, specifying the instruments and measures to be inspected, shall be published in one or more newspapers in general circulation in the city not less than one week prior to the inspection.
