§ 99.999 PENALTY.
   Any person who violates any provision of this chapter shall be guilty of a municipal civil infraction and a fine not exceeding $500. Payment of the civil infraction fine does not excuse the person who violates this chapter from paying any other fee or charge required by this chapter.
