No person shall engage in any sport, game, exercise or amusement in the city park and playground system, except such portions thereof as may be designated for such activities by the Superintendent of Recreation and then only under such rules and regulations as may be prescribed by the Public Recreation Commission. The city’s Police Department shall have the authority to order any person or persons acting in violation of this section to leave the park or playground area.
