It shall be the policy of the city to provide disabled parking spaces on the street:
(A) In front of the residence of a disabled person upon the disabled person’s request and showing of necessity to the city’s Police Department; and
(B) Adjacent to buildings and areas under the jurisdiction of the city where there is otherwise insufficient off-street disabled spaces provided.
