The money paid into the city treasury by the Municipal Service Commission shall be deposited in a separate account and applied on the payment of administrative fees and charges, and costs and expenses incurred by the cable television system. The subscriber rates and installation charges determined by the Commission shall be sufficient to pay the operating, administrative and maintenance costs, charges and expenses of the cable television system.
