§ 53.003 SYSTEM TO BE OPERATED BY DEPARTMENT OF MUNICIPAL SERVICE.
   The Department of Municipal Service is charged and entrusted with the construction, management, supervision and control of the cable television system to be owned by the city. The Municipal Service Commission shall make and enforce all necessary rules and regulations for the operation of the cable television system.
