It shall be unlawful for any person, firm or corporation to take, obtain, possess, collect or transport any solid waste and recyclables from any premises, or from upon the streets, alleys or public ways of this city, for the purpose of selling, or using same. This section shall not apply to city employees in the performance of their duties or persons authorized by contract with the city to do so.
