For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
ASHES. The residue of combustible materials used as fuel for cooking or heating purposes.
BULK REFUSE. Large household appliances, such as stoves, television sets, dryers, washing machines or the equivalent in size, discarded house furnishings and furniture, plumbing materials, large crates, tools, machinery or parts thereof and similar items, excluding construction and demolition debris.
COMMERCIAL RUBBISH. The miscellaneous waste and materials resulting from the operation of mercantile enterprises and includes packing boxes, cartons, excelsior, paper and rubbish; the term does not include waste from building construction, alteration, demolition or repair or earth or dirt from excavating, unusual or special manufacturing or trade wastes.
COMMERCIAL UNIT. A building or portion thereof where solid waste material resulting from the operation of mercantile enterprises, commercial business or manufacturing operations is disposed of by other than non-portable rear load receptacles (dumpsters).
COMPOSTING. A deliberate, systematic effort to assist the natural decomposition process that all dead organic materials undergo to reduce them to a human material useful as a soil amendment.
DOMESTIC RUBBISH. The miscellaneous waste materials resulting from the usual routine of housekeeping, including grass, leaves, cutting of brush, shrubbery and tree limbs, but excluding garbage and the waste of building construction, alteration, demolition or repair.
GARBAGE. Every refuse, accumulation of animal, fruit or vegetable matter that attends the preparation, use cooking, dealing in or storing of meats, fish, fowl, fruit, vegetables, including dead animals and condemned foods found within the city limits.
INFLAMMABLE WASTE. Paper cartons and boxes, oil, waste, excelsior, rubber, oil paper, scrap paper or other inflammable or combustible refuse, materials or products.
LEAF COLLECTION SEASON. A period during the fall of each year as scheduled by the City Engineer during which leaf collection service is provided in specified areas of the city.
RESIDENTIAL UNIT. A building, or portion thereof, designated for occupancy exclusively by one family for residential purposes and having cooking facilities and separate sanitary facilities. This definition does not include apartment buildings with six or more residential units.
SOLID WASTE. Garbage, rubbish and ashes. SOLID WASTE does not include human body waste, liquid waste, materials that have been separated either at the source or a processing site for the purpose or reuse, recycling or composting or any material that has been identified by state or federal regulation to be unsuitable for disposal in a Type II sanitary landfill.
SPECIAL REFUSE. Any item which includes Freon such as refrigerators, freezers or air conditioners and tires.
SPECIAL REFUSE STICKER. A preprinted sticker sold by the city which evidences advance payment for the collection and disposal of special refuse.
YARD WASTE. Grass clippings, sod, leaves, weeds, garden and hedge trimmings and small twigs less than the diameter of a pencil.
