(A) Every applicant shall provide for stormwater management as required by this subchapter, unless a written request is filed to waive this requirement. Requests to waive the stormwater management plan requirements shall be submitted to the City Engineer for approval.
(B) The minimum requirements for stormwater management may be waived in whole or in part upon written request of the applicant, provided that at least one of the following conditions applies:
(1) Provisions are made to manage stormwater by discharging all stormwater runoff that is generated, from the new or expanded impervious surfaces, to the City of Wyandotte's combined sewer system. The landowner or developer shall provide a sealed engineering study that demonstrates that the capacity of the existing combined sewer system will not be exceeded by the calculated discharge from the new or expanded impervious areas by a 100-year storm event.
(2) The City Engineer finds that meeting the minimum on-site management requirements is not feasible due to the natural or existing physical characteristics of a site in accordance with the Wayne County Stormwater Program.
