§ 130.009 EXEMPTION FROM PAYMENT OF REGISTRATION FEE.
   No registration fee shall be required from any person exempt from payment of the fee by state or federal law or from a business which is required to pay a business license fee to the city. Such persons shall comply with all other provisions of this business title. The City Clerk shall, in all such cases, issue to such persons, certificates which are clearly marked as to the exemption and the reason thereof.
