CHAPTER VII. ADMINISTRATIVE DEPARTMENTS-APPOINTIVE OFFICERS

Departments created.
76.   Section 1. There are hereby created for the purpose of administering the affairs of the city, aside from the powers and duties of the elective officers of the city, the following departments, to-wit: Department of Legal Affairs, Department of Valuation and Assessment, Department of Health and Sanitation, Department of Municipal Service, Department of Engineering and Building, Department of Police and Fire, Department of Public Welfare, Department of Purchases and Supplies.

77.   Section 2. In addition to the powers and duties herein prescribed, the council may, when not inconsistent with the provisions of this charter assign additional and different duties to the several administrative departments of the city, prescribe additional powers and duties of officers and employees, may assign particular officers or employees to one or more of the departments and may require an officer or employee to perform duties in two (2) or more departments and may make such other rules and regulations as may be necessary or proper for the efficient and economical conduct of the affairs of the city. The council shall have power from time to time to create by ordinance or resolution such departments and employments and hire and discharge such employees, except as herein otherwise provided, as in its best judgment may be necessary and proper to carry on the business of the city. The mayor, subject to confirmation of the council, shall appoint such other officers and employees as shall be required by law or the ordinances of the city.
