Election precincts.
13.   Section 3. The election precincts of the city as existing at the time of the adoption of this charter shall continue as election precincts of the city hereunder, with such alterations as shall from time to time be made by the council as herein provided. The council may, by ordinance, increase or decrease the number of said election precincts or change the boundaries thereof. The council, when there shall be more than six hundred (600) electors in any voting precinct of the city, according to the poll list of the last preceding election, shall cause such precinct to be divided into two (2) or more voting districts. The manner of making such division, the creation of election inspectors, and all matters pertaining to such division and the holding of election in such districts, not covered by the provisions of this charter, shall be provided for by the council.
