§ 30.005 YOUTH GUIDANCE COMMISSION.
   (A)   Established. There is hereby established a non-charter commission to be known as the “Wyandotte Youth Guidance Commission”.

   (B)   Members. The Youth Guidance Commission shall consist of ten representative citizens of the community appointed by the Mayor on the approval of the Council, each for a term of five years. Any vacancies shall be filled by the Mayor for the remainder of the unexpired term. The members shall serve without compensation and may be removed by the Mayor with due cause.

   (C)   Officers. The Youth Guidance Commission shall elect biennially a Chairperson, Vice-Chairperson and appoint a Secretary, and shall, subject to the approval of the Council, fix compensation for the Secretary.

   (D)   Meetings and accounts. The Youth Guidance Commission shall hold meetings regularly at least once in each month, and shall designate the time and place thereof, and shall adopt its own rules of procedure and keep a record of its proceedings. Proper accounts shall be kept of the receipts and expenditures of money in accordance with established city procedure. Five members shall constitute a quorum for the transaction of official business.

   (E)   Powers and duties.
      (1)   The powers and duties of the Youth Guidance Commission shall be as follows:
         (a)   Establishing policies and general procedures for the purpose of considering the needs of youth of the city and appraising conditions and influences affecting said youth;
         (b)   Collaborating in the evaluation of the adequacy of existing services with public and private agencies which are actively engaged in promoting the development, education and general welfare of youth in the city;
         (c)   Advising the Mayor and Council regarding findings of the Commission recommending action in the best interests of the youth;
         (d)   Providing information to the community regarding its aims and functions, and regarding findings of the Commission; and
         (e)   When requested by the Mayor or Council, performing any other services which they deem advisable for the promotion of the interests of youth in the community.
      (2)   The Commission shall have such other powers as are herein prescribed or may be necessary for the proper discharge of its duties.

   (F)   Reports. On or before February 15 of each year, the Youth Guidance Commission shall make a written report to the Council relative to the work of the Commission during the preceding year. The report shall be certified by the Secretary, entered of record by the City Clerk, and published in such manner as the Council shall direct. The Commission shall also make such other reports as the Mayor and/or Council may from time to time require.

   (G)   Financial estimates. The Youth Guidance Commission shall transmit in duplicate to the Mayor and Council estimate of the amount of money required for its purpose for the ensuing fiscal year, in accordance with established city procedure.

   (H)   Relationship to other city departments. Nothing herein contained shall be presumed to infringe upon the powers and duties of other city departments or to in any way relieve any other city department of its responsibilities under the terms of the City Charter or under the law.
