(A) Created. There is hereby created a non-charter commission to be known as the “City Beautification Commission”.

(B) Members. The City Beautification Commission shall be composed of no less than seven members and no more than 11 members, each of whom shall be residents of the city. Members shall be appointed by the Mayor, subject to the approval of the Council. The term of each member shall be three years and until his or her successor is appointed. Vacancies occurring otherwise than through the expiration of the terms shall be filled for the unexpired term by appointment by the Mayor, subject to the approval of the Council. The members shall serve without compensation; except that, they may be reimbursed for any actual expense paid in the performance of their duties.

(C) Officers, meetings and reports. The city’s Beautification Commission shall select annually a Chairperson and a Vice-Chairperson and a Secretary. The Commission shall hold meetings monthly and shall designate the time and place thereof. It shall adopt its own rules of parliamentary procedure and shall keep a record of its proceedings. An annual report shall be made to the Council to report the progress of the Commission. Four members shall constitute a quorum for the transaction of business.

(D) Powers and duties.
(1) The city’s Beautification Commission shall have such powers and perform such duties as are designated by the Council and, in addition, shall exercise and perform the following duties:
(a) Study, conceive, formulate, promulgate and develop plans for the beautification of streets, highways, alleys, utility installations, parks, streams, playgrounds, yards, lots and buildings;
(b) Study, investigate and develop plans for improving the health, sanitation, safety and cleanliness of the city;
(c) Foster the prevention of fires, diseases and other public hazards;
(d) Encourage and recommend the placing, planting and preservation of trees, flowers, plants, shrubbery and other objects of ornamentation in the city;
(e) Collect, study and evaluate information on community improvements and to make recommendations thereon; and
(f) Sponsor, plan, promote, coordinate and carry out clean up-paint up-fix up campaign activities and to otherwise promote public interest in the general improvement of the appearance of the city.
(2) Nothing herein shall be construed to abridge, invade, supplant or change the powers or duties of the other commissions, departments, boards and agencies of the city.
