§ 30.001 DEPARTMENT OF PURCHASING AND PERSONNEL.
   (A)   Created. There is hereby created a Department of Purchasing and Personnel.

   (B)   Director. The Department of Purchasing and Personnel shall be under the supervision of the Director of Purchasing and Personnel, who shall be appointed by the Mayor. The Director shall have the following power and duties.
      (1)   He or she shall perform the duties and possess the powers prescribed by the Mayor and Council.
      (2)   He or she shall make recommendations to the Mayor in regard to the selection, number, compensation, tenure and the duties of those persons serving and classified as employees of the city in its various departments, bureaus and offices, and generally make surveys and recommend improvements and changes and economies in the local municipal government, including matters of welfare and employee relations and training.
      (3)   He or she shall adopt rules and regulations, subject to the approval of the Council, consistent with the provisions of the Charter, to regulate the administration of his or her Department and provide for the following:
         (a)   The installation and maintenance of a classification plan based on the duties, authority and responsibility of positions in the city service;
         (b)   The administration and maintenance of a salary plan with minimum and maximum rates for positions in the classified city service;
         (c)   The establishment of policies and practices governing permanent, temporary and emergency appointments to positions in the classified service. The establishing of employment and re-employment lists, containing the names of persons eligible for appointments and for extending, cancelling and combining employment and re-employment lists;
         (d)   The establishment of policies and practices controlling personnel status, changes affecting employees while in the city service, including transferring employees from one position to another either within the same department or to a different department; the promotion of employees from a position of a lower grade to one of a higher grade or the demotion of employees from a position of higher grade to one of a lower grade; administering service ratings for appraising the performance of employees and the establishment of employees in training programs and also for establishing uniform practices with regard to hours of work, attendance and leave;
         (e)   The establishment of policies and practices governing the separation of employees from the city service, including rejecting probationary employees during the working test period and establishing uniform practices with regard to resignations, suspensions for disciplinary purposes and dismissals for cause;
         (f)   The establishment of policies and practices governing the manner in which employees in the city classified service may make appeals relative to any proceedings of the city, having a bearing on their status or conditions of employment under the provisions of this section and the rules adopted thereunder; and
         (g)   The establishment of policies and practices governing personnel records and forms including roster cards showing the complete employment history of each officer and employee and other required personnel records. All such records and forms shall be deemed confidential and shall not be open to public inspection.
      (4)   He or she shall examine payrolls and accounts for compensation of employees at least once each month and shall notify the City Clerk of any names or irregularities which appear on such payrolls or accounts in violation of the provisions of any ordinance or the rules pertaining thereto.
      (5)   He or she shall serve as city purchasing agent and perform the duties and possess such powers as are enumerated in the Charter or prescribed by law.
      (6)   With the approval of the Council, he or she may appoint the personnel required for the proper administration of the Department.
