The responsible local agent shall be a person or representative of a corporation, partnership, firm, joint venture, trust, association, organization or other entity, having his or her place of residence in the county or within a 50-mile radius of the city, and shall be designated by the owner as responsible for operating such premises in compliance with all the provisions of the city codes and ordinances. The owner may act as the responsible local agent; provided, he or she resides in the county or within a 50-mile radius of the city. All official notices of the city may be issued to the responsible local agent, and any notice so issued shall be deemed to have been issued upon the owner of record.
