(A) A building permit and all other applicable permits shall be required for the construction or repair of private pools. Plans, specifications and a copy of the owner operating manual shall be submitted for approval of the Engineering and Health Departments.
(B) The fee for constructing or altering a swimming pool governed by this subchapter shall be based on the estimated cost of construction, and shall be in the same amount as determined by the Building Code. The fee for permits involving the building trades shall be as determined in the respective ordinances governing such trade.
(C) Construction shall not begin until all permits have been obtained.
