§ 178.016 MEMBERS.
   (A)   The members of the Citizens’ District Council shall be appointed by the Mayor. Each Citizens’ District Council shall consist of at least ten members and no more than 25 members, selected in a manner that ensures that the Citizens’ District Council is to the maximum extent possible representative of the residents of the area and of other persons with a demonstrable and substantial interest in the area. The majority of the members of the Citizens’ District Council shall be composed of citizens living in the development areas contained in the district area. Appointments to the Citizens’ District Council shall be determined with the approval of the City Council after a public hearing has been held. Public notice of such hearing shall be distributed throughout the district area at least 20 days prior to the date of hearing.
   (B)   The term of office of the members of the Citizens’ District Council shall be for a term of two years. Members of the Citizens’ District Council shall serve without compensation.
   (C)   Members of the Citizens’ District Council shall be subject to removal from office by the Mayor. Any vacancy in such office shall be filled by the Mayor, subject to approval of the City Council, for the remainder of the unexpired term.
