§ 178.003 DETERMINATION OF SIGNIFICANT AFFECT OF PLAN FOR THE DEVELOPMENT AREA.
   (A)   It is hereby determined that the above-described surrounding territory will be significantly affected by the plan for the development area, and the basis for such determination is as follows: properties in such surrounding territory are industrial in nature and use, contain industrial storage facilities, railroad facilities and vacant land.
   (B)   In addition, there are certain public streets within the development area which provide access to, or traverse, the surrounding territory as above designated, and which contain, or are capable of containing, within their right-of-way lines, gas, water, electric, sewer and drain facilities, all of which are essential to the present use and to the future potential use of the surrounding territory.
   (C)   Because of the nature of the improvements on said properties, and of the uses presently being made thereof, together with the potential uses of the improved and vacant portions thereof, the proposed changes provided for in the development plan in land use, elimination of certain streets, changes and improvements in sewers, electric and water services within the development area, will have a significant affect on the herein described surrounding territory.
