Included within urban renewal district area is:
(A) The development area known as the Penn Biddle Urban Renewal Project, Mich. R-174; and
(B) Surrounding territory which is bounded by the railroad right-of-way on the west, Pennsylvania Road on the south, Grove Street on the north, and on the east by public streets beginning at the intersection of Pennsylvania Road and Seventh Street and proceeding thence northeasterly down Seventh Street to Central Avenue, thence southwesterly down Central Avenue to Eighth Street, thence northeasterly down Eighth Street to Grove Street, which is the northern boundary of the surrounding territory.
