A district area is hereby designated for the Penn Biddle Urban Renewal Project, Mich. R-174 in the city the boundaries of said district area being as follows: bounded by Pennsylvania Road on the south, Biddle Avenue on the east, the railroad right-of-way on the west and on the north by the public streets and alleys from the intersection of Biddle Avenue, Third and Plum Streets, west to Fourth Street, thence southerly to the alley between Plum and Orchard, thence west to Fifth Street, thence southerly to the alley between Forest and Grove Streets, thence westerly to Seventh Street, thence north to Forest Street, thence west to Eighth Street, thence northerly to Orchard Street, thence westerly to the railroad right-of-way.
