The Commission created in this subchapter shall have such powers and perform such duties as are provided by law and shall in addition thereto:
(A) Conduct investigations and surveys and make analysis of existing land uses in the city;
(B) Make recommendations to the City Council or any board, department or enforcement agency of the city, the functions of which affect the subject matter of this subchapter, relating to the following:
(1) Building requirements, zoning provisions, neighborhood development, the renovation, rehabilitation, demolition or removal of existing uninhabitable, unsightly or unsafe structures;
(2) Most suitable allocation of land for industrial, commercial and residential use;
(3) Housing and building conditions; provisions of the Housing and Building Code;
(4) Park and recreational needs;
(5) Promotion of neighborhood and community groups to sponsor neighborhood conservation and a cooperative program of cleaning, painting, repairing, beautifying, rehabilitating, demolishing or removing uninhabitable, unsightly or unsafe structures; and
(6) Any public question or problem involving the health, safety or welfare of the residents of the city.
