§ 152.060 STRUCTURAL STANDARDS.
   (A)   Foundation. The following standards shall apply:
      (1)   Beneath the building there shall be firm ground, reasonably dry, no soggy ground, no water standing, or no water running under building.
      (2)   Sound footing, adequate bearing.
      (3)   Sound piers, no loose mortar or building materials.
      (4)   There shall be no piers in which plumb line from top center falls outside middle one-third of pier base.
      (5)   There shall be no isolated solid masonry piers exceeding in height ten times least dimension of pier.
      (6)   No wood stiff-knees or other improper piers.
      (7)   All pilings structurally sound and free of appreciable decay.
   (B)   Exterior walls. The following standards shall apply:
      (1)   There shall be no wall in which plumb line from top center of studs falls outside base plate at any point along wall.
      (2)   There shall be no studs spaced excessively, minimum: two inches by four inches, 16 inches on center, 1/2-inch solid sheathing of exterior grade plywood or equal.
      (3)   No studs shall be rotted, fire-damaged, or termite damaged.
      (4)   No broken or cracked structural members.
      (5)   All siding weathertight with no holes, excessive cracks, or rotted boards which permit air to penetrate rooms.
      (6)   No loose siding.
      (7)   Wood shingles shall not be used as wall covering unless three feet separation between buildings is obtained.
   (C)   Roofs. The following standards shall apply:
      (1)   No rafters rotted, broken, sagging, or improperly supported ends. All eaves shall be in proper structural condition.
      (2)   No rafters shall be seriously fire damaged.
      (3)   Rafters shall be properly braced and tied.
      (4)   Attic shall be properly ventilated.
      (5)   No rotted, loose, fire-damaged, or sagging sheating.
      (6)   No loose or missing roof covering, no holes, no leaks causing damage to structure or rooms.
      (7)   The minimum weight of UL Class A fiberglass shingles shall be 240 pounds with a wind load resistance of 54 mph in accordance with Beaufort Scale #9. The minimum weight of Class C asphalt shingles shall be 300 pounds and there shall be a minimum separation of 30 feet between structures before its use will be approved.
      (8)   Proper flashing at walls or chimneys.
      (9)   There shall be no roof with two coverings.
      (10)   There shall be no metal, plexiglass or similar material used as roof covering on any building except when such building is certified properly by a licensed registered architect or engineer. When this is the case the Building Inspector may accept such roofing material.
      (11) Split wood shingles shall not be used on roofs where there is less than 30 feet separation between buildings. No wood shingles shall be allowed on multi-family dwellings. All wood shingles shall be flame treated and carry a U.L. label.
   (D)   Means of egress. The following standards shall apply:
      (1)   Two main exits, each at least 36 inches wide and six feet, eight inches high, easily accessible to the occupants of each dwelling unit. All existing doors easily operable and remotely located.
      (2)   Platforms, steps, or handrails provided to serve exits and maintained in safe condition.
      (3)   Safe, continuous, and unobstructed exit from interior of building to the exterior at street or grade level.
      (4)   A smoke detector shall be required within ten feet of each bedroom door on the exterior side. There shall be no baffles to obstruct the sound of the smoke detector. Smoke detectors shall also be required in any assembly occupancy.
   (E)   Stairs. The following standards shall apply:
      (1)   Free of holes, grooves, and cracks large enough to constitute accident hazards.
      (2)   Stairwells and flights of stairs more than two risers high shall have rails not less than 30 inches measured vertically from the nose of the treads to the top of the rail.
      (3)   Every rail firmly fastened and maintained in good condition.
      (4)   No flight of stairs shall be more than one inch out of its intended position or pulled away from supporting or adjacent structures.
      (5)   Every stair tread uniform in height, sound, and securely fastened in position and strong enough to bear a concentrated load of at least 600 pounds without danger of breaking through. All stringers shall have a minimum of four inches direct bearing.
   (F)   Porches and appurtenances. The following standards shall apply:
      (1)   Foundation, floor, ceiling, and roof equal to standards as set forth except: sills and joists need not be level if providing drainage of floor; floors need not be level if providing for drainage; floors need not be weathertight; ceiling height may be seven feet and an attic need not be vented if left open.
      (2)   Adequate posts and railings, not rotted, broken, or termite damaged. Railings are required as set forth in § 152.021(O).
   (G)   Interior floors. The following standards shall apply:
      (1)   No rotted or termite damaged sills.
      (2)   No broken, overloaded or sagging sills.
      (3)   Sills reasonably level.
      (4)   Sills properly and sufficiently supported.
      (5)   No rotted, fire damaged, or termite damaged joists.
      (6)   No broken or sagging joists.
      (7)   Maximum spans floor joists, see State Code, Table no. 1705.3 - 16 inches on center portion only.
      (8)   Flooring shall be reasonably weathertight, solid, level, and there shall be no loose flooring.
   (H)   Interior walls. The following standards shall apply:
      (1)   Interior finish free of holes and excessive cracks which permit air to penetrate rooms.
      (2)   There shall be no walls in which plumb lines from top center of studs fall outside base plate at any point along wall.
      (3)   No loose plaster, loose boards, or other loose wall materials.
      (4)   No cardboard, newspaper, or other highly combustible or unsafe wall finish.
      (5)   There shall be no studs excessively spaced: spacing shall be two-inch by four-inch, 16 inches on center or equal.
      (6)   No studs shall be rotted or termite damaged.
      (7)   No broken or cracked studs or other structural members.
   (I)   Ceilings. The following standards shall apply:
      (1)   No joists rotted, broken, sagging, or improperly supported ends.
      (2)   Maximum spacing for ceiling joists, provided they show signs of sagging and being weak are as follows:
      16 inches o.c. where plaster, solid wood, 3/8 inch plywood or 1/2 inch gypsum wallboard is used.
      (3)   Maximum span for ceiling joists, provided they show signs of being weak or overloaded (only attic space above) are as follows:
      16'2" for 2" x 8" at 16" o.c.
      12'3" for 2" x 6" at 16" o.c.
      8'7" for 2" x 4" at 16" o.c.
      Proper grade markings are required.
      (4)   There shall be no holes or excessive cracks which permit air to penetrate room.
      (5)   No loose plaster, boards, sheetrock, or other ceiling finish.
      (6)   There shall be no ceiling joists seriously damaged by fire.
      (7)   No cardboard or other highly combustible finishes.
