When due to conflicts, change in character or amount of occupancy of any block it becomes necessary to assign and reassign house or building numbers within that block, the Building Inspector shall prepare a map for the proposed renumbering of such area and submit this map to the Board of Aldermen for their approval. Upon approval, it shall be the duty of the Building Inspector to assign approved numbers to the owners and tenants of each building involved.
