All portable toilets placed in the town pursuant to the requirements of the North Carolina State Building Code or otherwise shall be secured and tied down in a manner to prevent them from turning over as a result of high winds, malicious activities or other causes. The Town Building Inspector shall be responsible for ensuring compliance with this section. Methods utilized by property owners and/or contractors to tie down portable toilets shall be subject to the approval of the Building Inspector.
