Vacant lots in residential zones where there are piers or docks may not be used as parking lots for those using the pier or dock since the principal intended use of lots in residential zones is for residences. However, parking space for up to four cars may be provided by the owner for the use of himself and his guests, but no charge may be made for the parking.
