No person shall go upon the town streets or upon any private property, residence, or premises in the town for the purpose of soliciting from any occupant thereof for orders and sales of goods and merchandise or services of any character, for the purpose of offering to give or furnish any goods and merchandise or services of any character, or for the purpose of inducing or inviting orders or making solicitations without having first obtained from the Chief of Police a permit to do so. However, this section shall not apply to brokers and regularly employed traveling salesmen engaged in soliciting sales and selling to merchants and regularly operating firms and industries.
