No person shall maintain or operate any pool or billiard table, game room (including two or more pinball machines), bowling alley, or other table or alley for any game or play for which a charge is made, either directly or indirectly, unless he secures a license from the Board of Aldermen to do so. The license shall expire on June 30 each year, and shall not be transferable, nor shall the license be issued to anyone other than the operator.
