§ 95.20 SCREENING OF SOLID WASTE CONTAINERS (DUMPSTERS).
   (A)   All solid waste containers will be screened from public view by a fence constructed in accordance with standards as specified herein on at least three sides of the solid waste container and with a height of at least five feet.
   (B)   All solid waste containers shall be located on the property owner’s land and shall be placed on a minimum six-inch thick concrete pad a minimum of 14 feet wide by 14 feet deep for each solid waste container. Screening shall not be placed so as to encroach upon the 14-foot x 14-foot dumpster pad.
   (C)   No other containers, materials, tools, and the like shall be placed on the 14-foot by 14-foot dumpster pad. Articles found on the dumpster pad will be considered trash or garbage and may be disposed of in accordance with this code or required to be promptly removed.
   (D)   Required screens are not storage racks and shall be kept clean, neat and orderly at all times. No trash is allowed outside the screened enclosure.
   (E)   If gates are provided, there shall be two a minimum of six feet wide on each side creating a minimum clear opening 12 feet wide. Gates shall be engineered without a central post and to carry all the gate load/weight without the assistance of wheels or other supporting devices. Gates shall be diagonally braced and easily opened and closed. If gates are provided with locks, said locks shall remain unlocked between the hours of 6:00 a.m. and 6:00 p.m.
   (F)   Property owners presently using solid waste containers shall have one year from the date of the adoption of this section to come into compliance with the screening requirements set forth herein.
