(A) The town shall provide solid waste collection and disposal service to each residential property within the town, subject to the availability of funds, personnel, equipment, and materials.
(B) The Director of Public Works shall make all determinations regarding the size and number of solid waste containers needed and the frequency of collection necessary at each commercial property to provide sanitary collection and disposal service in the most efficient and effective manner. Commercial properties may request service according to the approved refuse rate schedule. Owners of commercial properties, or their authorized agents, may request changes in frequency of collection and disposal service or changes in the number or size of solid waste containers at their location bi-monthly on the even numbered months; and, if approved by the Director of Public Works, such changes shall become effective within five days of the date of the request.
