§ 95.18 COLLECTION AND DISPOSAL FEES.
   For the service of collecting and disposing of solid waste, the owner of each premises from which solid waste is collected by the town shall be charged rates as established from time to time by the Board of Aldermen. Adjustments to collection and disposal fees shall be applicable to the first billing following the effective date of the modified fees. Collection and disposal services are provided throughout the year. Therefore, a minimum charge shall be made for all users of the system. Residential user's minimum shall be the normal rate per roll-out container per dwelling unit. Commercial user's minimum shall be as previously stated; but in no case less than the one day charge for the size solid waste container used in the highest period. The charges shall be considered to be a debt owing to the town from the owner or occupant of the premises which uses the service. No owner or occupant of premises within the town shall be exempt from the collection and disposal service provided by the town. All owners or occupants of premises within the town shall be subject to the service charges prescribed by the Board. Any adjustment for the charges shall be made at the discretion of the Board on the recommendation of the Town Manager.
