No person shall at any time, place any encumbrance of any kind before or upon any fire escape, balcony, or ladder intended as a means of escape from fire. Every member of the Police or Fire Department who discovers any fire escape encumbered in any manner shall report the same through his Department channels to the Fire Inspector, who shall immediately notify the owner, his agents, or tenant to remove the encumbrance, and the encumbrance shall thereupon be immediately removed.
