§ 74.19 LOADING AND UNLOADING ZONES.
   (A)   Whenever vehicle loading and unloading zones are designated in Chapter 76 and when signs are placed, erected, or installed giving notice thereof, it shall be unlawful for any person to stop, stand, or park any vehicle for any purpose or period of time except in accordance with the requirements of this chapter.
   (B)   Whenever a passenger loading and unloading zone is designated and signed, no person may park any vehicle in any such zone for any purpose other than the expeditious loading or unloading of passengers, and then only for a period not to exceed 15 minutes. The driver of such vehicle must remain in or at the vehicle.
   (C)   Whenever a commercial vehicle loading and unloading zone is designated and signed, no person may park any vehicle in any such zone for any purpose other than the expeditious loading or pick up of material and goods or unloading and delivery. No person shall park any vehicle in a commercial loading zone for more than one hour unless the person obtains a permit for loading or unloading from the Chief of Police as provided herein.
   (D)   The Chief of Police is authorized to issue permits for parking in a commercial vehicle loading and unloading zone for more than one hour for the purpose of loading and unloading when he or she finds that such parking is necessary to complete the loading or unloading and the extended parking will not endanger the public's safety.
