No person shall stop, stand, or park a vehicle except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or traffic control device in any of the following places:
(A) On the sidewalk.
(B) Within an intersection.
(C) On a crosswalk.
(D) Within 30 feet of any flashing beacon, stop sign, or traffic control signal located at the side of a street or roadway.
(E) Alongside or opposite any street excavation or obstruction when stopping, standing, or parking would obstruct traffic.
(F) Upon any bridge or other elevated structure or within any underbase structure.
(G) Within 15 feet in either direction of the entrance to a hotel, theater, hospital, sanatorium, or any public building.
(H) On the roadway side of any vehicle stopped, standing, or parked at the edge or curb of a street.
(I) On any town property that is not clearly designated for parking purposes. Designation for parking purposes shall be accomplished by the use of signs indicating that the property is available for parking purposes. Provided, that the provisions of this section shall not apply to town property on which parking is authorized by ordinance, to parking in connection with special events sponsored or approved by the town, to parking by town owned vehicles and to parking authorized by a permit issued by the Town Manager or his or her designee.
