When signs and/or parking meters are placed, erected or installed in each block giving notice thereof, no person shall park a vehicle for longer than 12 minutes at any time upon any streets or other locations designated in the parking schedule set forth in Chapter 76. The changing of the position of a vehicle from one point directly to another point within the same block shall be deemed to be one continuous parking.
