When signs are placed, erected, or installed in each block giving notice thereof, no person shall park a vehicle for longer than one hour at any time between the hours of 7:00 a.m. and 7:00 p.m. of any day upon any of the streets designated on the official map. The changing of the position of a vehicle from one point directly to another point within the same block shall be deemed to be one continuous parking period.
