(A) In addition to the provisions of this title which establish specific traffic and parking regulations and restrictions, such traffic and parking regulations and restrictions and the locations and/or times where and when the same are effective may be set out upon official traffic and parking schedules as amended from time to time by the Board of Aldermen and as set forth in Chapters 75 and 76 of this title. Provided, that the Town Manager shall have the authority to establish traffic and parking regulations and restrictions where he deems necessary due to emergency situations or other situations requiring the immediate establishment of such regulations and restrictions where he deems necessary due to emergency situations or other situations requiring the immediate establishment of such regulations and restrictions in order to protect the public health, safety and welfare. Any such regulations and restrictions enacted by the Town Manager shall be effective for a period of 30 days, at which time such regulations or restrictions shall expire.
(B) No person shall operate any vehicle in violation of traffic and parking regulations and restrictions as established and set forth in the traffic and parking schedules contained in Chapter 75 and 76 of this title.
