The town shall not be responsible for the collection or removal of debris from private streets or private property resulting from a disaster that causes the town to declare a state of emergency under the provisions of Chapter 93 of the Town Code. Private property owners or homeowner associations shall be responsible for such debris removal. Such debris shall be removed either to the disposal location designated by the town or to the nearest public right- of-way as designated by the town. The Town Manager or his or her designee shall maintain a list of private streets affected by this section.
