For the purpose of this chapter, the following restrictions shall apply:
(A) It shall be unlawful for the owner or custodian of any dog to take it off its own property limits without the means to properly remove and dispose of their dog's feces from any public or private property.
(B) It is the responsibility of a dog's owner or custodian to clean up their dog's feces from any public or private property outside of their own property limits. These properties are to include, but not be limited to, beaches, rights-of-way, paths and public access areas.
