Yard waste composting facilities are subject to the following operational requirements, in addition to those contained in § 156.095:
(A) Only yard waste, compostable bags, or similar vegetative waste as specifically approved by the department may be accepted at the facility.
(B) Bagged waste shall be de-bagged within 72 hours after being delivered to the facility, unless otherwise approved by the department.
(C) The facility operator shall take steps to prevent the incoming material from undergoing anaerobic decomposition.
