§ 71.16 MANNER OF RIDING BICYCLES.
   It is unlawful for any person to ride or propel a bicycle upon any public street, highway, boulevard, walk, or other public place, except in a careful and prudent manner unless such person shall be capable of efficient control and operation of such bicycle nor shall any person propel or operate a bicycle in such places, carrying or permitting to be carried any other person upon such bicycle, unless such other person be upon or astride a regular and permanent seat attached to such bicycle.
