It is a petty misdemeanor for any person to:
(A) Start or accelerate any motor vehicle with unnecessary exhibition of speed within the city limits. Prima facie evidence of such unnecessary exhibition of speed shall be unreasonable squealing or screeching sounds emitted by the tires or the throwing of sand or travel by the tires of said vehicle or both; or
(B) Operating a motor vehicle within the city limits in such manner so as to simulate a race or temporary race; to cause such a vehicle to unnecessarily slide, skid, sway or turn abruptly; to cause or create unnecessary engine noise with said vehicle; or to impede traffic.
