The President of the Council members shall from time to time inspect, or cause to be inspected, all excavations and tunnels being made in or under any public street, alley, or other public place in the town to see to the enforcement of the provisions of this chapter. Notice shall be given to him or her at least ten hours before the work of refilling any such tunnel or excavation commences.
